It is truly an honour to present the Howard Dunne Memorial Lecture at this meeting of the AASV. A special thank you to Dr. Bill Hollis for inspiring me with his vision for this year’s annual conference.

I don’t remember studying policy development and analysis when I was a veterinary student, nor do I remember studying international commerce and trade. Yet here we are and here Iam,servingadiversesetofclientswithanever-expandingset of demands on my time, my experiences, and my knowledge. Clients that push me to help them thrive in an increasingly complex global food system, pushing me to help them find new approaches to trade and market access, leveraging my expertiseto ensure that their pigs are healthy, well and saleable in an incredibly competitive global animal protein sector. As swine veterinarians working at the farm level and beyond, we have a truly unique understanding and perspective of food models and food networks. We have a learned and genuine grasp on the pig itself, how our clients perceive the pig and shape their business around it, how the pig fits into a global food and commerce system and how our customers at all levels will identify with porkand pork products as a nutrient source. It is a remarkable space to find ourselves in, and one we must continue to work and prepare for to ensure we can be that leader. Leader for the pig, the client, and the customer.

It would seem almost cliché to me to address this esteemed body ofprofessionalsontheimmenseimportanceofbeingpresent, of being engaged, leaning in, accepting, and embracing that critical leadership. We all share this profound experience as swine veterinarians when we step back and examine the scope of the food system that we are working within. Swine health, swine welfare, how narrative influences policy, how policy impacts all aspects of our profession and sector, the importance of policy analysis, how policy influences and informs regulation at a local, regional, national, and global level. How all of this, in part and combined,willimpactouropportunitiesforcommerceandtrade, the threats of market interruptions and border closures, success,andfailure.Theexpandednecessityandongoing demand for innovation in biosecurity, surveillance, traceability, nutrition, diagnostics, genetics, labour, and precision. We are a busy profession with a diverse set of demands placed upon us.

Our client base is changing at a pace and in a manner unlike anything we have seen before. Vertical integration, integrators, seems like such a simplistic way to describe these food systems. Howtheyraisepigs,processandmarketporkissodiverseandonly becoming increasingly so. Social media has opened doors, that that has then opened other doors that then reveal something else that we could still call a door of some design, but only just. Expanding polarization of beliefs and attitudes, cancel culture, narrative, policy, nutrition, food security; This list can just go on and on. Our clients want to work with and produce a pig that will help them navigate through all these doors as best they can and in a way that still leaves them an opportunity for viability and sustainability. These are large models, constantly balancing risk and reward. Client emergency preparedness: Hope for the best, prepare forthe worst.Thisextensiveworkhasnotentirelytrickleddown to local, company level or farm level activities. It is a space that we need to engage our clients in with intention. A space that we simply cannot allow to remain sedentary, this is a space we must exercise with purpose. Unfortunately, there is more to be done than just foreign animal disease preparedness, this is emergency response planning in a broad sense. In the last year we have feltthe impacts of climate change through unprecedented floodingand fires, the disruptions of COVID-19 to our workforce and criticalinfrastructure,andtheoverwhelmingdemandthat Highly Pathogenic Avian Influenza has placed on our federal and provincial veterinary authorities and the poultry sector at large.All of these, along with an extensive list of others potential risks have made it evidently clear that our need to provide emergency response planning leadership, training and support will only continue to grow as a primary area of service and support.

Our clients are increasingly focused on the science and policy movement within the sustainability spaces. Climate change and carbon, animal welfare and enrichment, antimicrobials and one health. All these spaces are increasing demands on the executive, management,veterinaryandproductionteams.By2026wewillno longer be permitted to feed zinc oxide above nutritional levels in Canada. Concerns of antimicrobial resistance and environmental accumulation have driven these actions. The need for innovation within the post-zinc space is now. It reflects a need within the entire antimicrobial space. Access to non-traditional veterinary health products, new approaches to vaccine development and regional influenza vaccination are just a few of the areas we all need to be focusing our attention upon.

Well over half of the sow numbers that I have worked with during my career have now moved to loose-housing systems. Most of thesetransitionshavebeenverysuccessful,butnotallstartedout that way. A lot of time was invested in understanding sow behaviour and why certain systems were so successful whileothers struggled, how genetics impacted success, new buildsversus retrofits. Our clients have pushed us to provide value inthis space in a very short amount of time. It reminds me a great deal of my early days in the cow-comfort space at the Summer Dairy Institute. There is certainly a real sense of pride when you finally get it dialed in, it very much changes your relationship, for the better, with the sows in your care.

Fromaveterinaryperspectiveweareonlynowstartingtospend time in the climate change space. I have had the real privilege of working with an insightful climate change policy specialist this pastyear.Shehastaughtmeagreatdealabouthowvaluablethe veterinaryteamcanbeinidentifyingandinfluencingopportunities. The impact of antimicrobial use on soils has been an eye-opening experience. How health status translates to efficiencies that can drive down the carbon footprint per pig fed. I am very much looking forward to exploring this field of study with our clients. Thereisalotofopportunityheretohaveapositiveimpactwhileat the same time affecting change within the narrative.

Since 2018 we have been working extensively, sometimes it feels exclusively on ASF response planning. The work we have completed, and the work that still stands before us are both extremely noteworthy. We knew this work was going to be monumental in scope, what we have seen happen with ASF throughout the world has been nothing short of monumental. However, as we started bringingdifferentmindstogether,exploringandtaskingvarious reports and analytics on spaces from depopulation and disposal to novel approaches to business continuity a lot of valuable, intriguing, and quite frankly, useful ideas emerged. Ideas that could have real world impacts on our clients, our pigs, and our opportunities to mitigate risk from multiple paths.

EarlyintheASFplanning,preparedness,response,and recoverydiscussionwerecognizedthatbusinesscontinuitywas going to be an extreme challenge in the face of a positivecasewithinourborders.Theensuingmarketinterruptionwas unquestionably going to be the more acute crisis versus controlanderadicationofthediseaseattheleveloftheinfected premises. There was a very human story to all of this,the crisis was going to be overwhelming. As we looked at our existing business continuity and business risk managementtools, we identified that there just wasn’t enough on the upside opportunity for our sector in the recovery phase as we strive towards resuming “normalized” commerce and trade. Zoning arrangementsarecriticallyimportant,butwhenyoulookat thespacecloselyfromtheperspectiveofanexportdriven sector you see that these tools are just not sufficient to avoid a large-scalewelfarecull.Whatexcitedmemostinthisspacewas the discussions we began to have around private-public partnerships, the idea that industry could take on a larger role;leadership roles that were currently occupied exclusively by the competent veterinary authority. It was genuinely invaluable to inspire industry and government to work closely together to identify new and innovative approaches to managing this risk.One of the tools that emerged early in the discussion was that of African swine fever-free compartmentalization.

The idea of building an ASF-free Compartmentalization Program that could be utilized as the foundation of trade arrangements tobeestablishedinpeacetimeandthenmaintainedinthe face of disease was entirely instigated by the sectors farms and processors.Theideathataprivate-publicpartnershipcould be led and established by the pork sector took hold quickly and inspired a lot of great work, inspired new levels of cooperation and collaboration between government and the sector, and very much added some light to what looked like a very long dark planning and preparedness tunnel. Bringing together regulators, trade professionals, processors, producers, and veterinary colleagues to explore and develop this space was particularly rewarding. Seeing the response from within our client base was especially interesting as different minds found different ways to imagine how this could benefit their businesses. I rememberin those early days of development, as we explained the concept of compartmentalization, how many people could only see this as an opportunity for the highly integrated. In some cases, getting downright grumpy that they didn’t see an opportunity for themselves within the idea. It was truly energizing to see most of them later come back, finally uncovering an opportunity and recognizing the potential. Being a leader in this development process has been particularly empowering, regardless of what the immediate future holds for this concept. It has opened up new ways of thinking about trade and market access that will inform policy discussion for some time to come.

The Pigs

As
many of you know, I also spend part of my time working with
veterinary students at the University of Calgary. As you can well
imagine, there is very little swine experience within the classes
when they begin their program. An open book of opportunity.
Regardless of this experience deficit, their curiosity for the pig is
sincere. Canada has a Code of Practice for the care and handlingof
pigs, yet very few of the students have any knowledge of our on-farm
Code system. They are unaware that pain management at castration and
tail-docking is a requirement, that loose housing will soon become a
requirement, and that there is a quality assurance program called Pig
Safe and an animal care program calledPigCare.Regardlessofhowtheseconversationsunroll,
they are always interested in the pig and the state of its welfare,andthis,Ifindsoeye-openingandmotivating.Seeingthepig
from a veterinary student’s vantage has helped me at times break
down my own personal barriers, established notions and biases.An
exercise I have
enjoyed.

The pigs in our care work extremely hard for us and our clients alike. As their veterinarians we have a voice in their health, care, and handling. We are leaders in these fields, not just at the farm level but at the sector level as well. Our ability to advocate within this pork sector is unlike any others. When pain managementat castration and tail-docking was introduced into the 2014 Pig Code we took on a leadership role in this space. There were no veterinary products labelled for pain, there were no established protocols or procedures. Discussions about pain management were largely unheard of beyond those of timely euthanasia. Our work to lead in this space is one that I am particularly proud of. We started working with various products, including NSAIDS,in various presentations We worked alongside the production teams with injectables, topicals, orals, most anything we could think of really. We trialed protocols to see how long it would take to process 1500 piglets with protocol a, then protocol b. And we kept trying until we found something that would work for each farm and system. The process was extremely rewarding, and the clients greatly appreciated the efforts we went to. At the end ofit all, we had a manufacturer step up and register a product, we had protocols that had been barn-level tested, and we managed to publish on the welfare improvements. We have every occasion to be a leader and an advocate for the pig. Be there!

We can all grow as leaders within the veterinary profession and within our sector. My challenge is for all of us to move beyond our traditional areas of comfort. Now more than ever, veterinarians within the swine sector are needed to help shape and inform agriculture, food, and trade policy at all levels. To be leaders forthe pig, our clients, and our customers. To be actively engaged in understanding the spaces where transboundary disease, animal health and one health can impact opportunities for sustainabilityin production and commerce. More is being demanded of us in a more diverse set of spaces than ever before. We have this opening before us right now, it is ours to take if we want to, if we have the courageandconvictiontostepoutofourcomfortzonesandbethat leader,thatdriverforinnovation.Alotiscomingatusfasterthanit ever has before. These are extremely exciting times, let’s get ready.
